Dr Marthese Portelli

Dr Portelli is a law graduate from the University of Malta, having specialized in applied business law and IT. Throughout her 27 years of working experience, she occupied several managerial posts – Chief Operations Manager, Chief Projects Manager, Commercial & Compliance Manager as well as Group Business Development Manager. During this period she spearheaded several nationwide projects within the public sector and the private sector and was heavily involved in BPR and Change Management on ERP, CRM and BI projects. She was also instrumental in setting up group structures to operate internationally both within the EU and the MENA region.


In 2014 she partnered up with another company and set up Alta Consulta Limited, a professional services consultancy company with a specific focus on business restructuring, change management and EU funding.


In 2013 she contested the general election successfully and was re-elected again in 2017 from both the 9th and the 13th districts. During her 7 year tenure as member of Parliament, she was tasked with various responsibilities during which she garnered significant experience and expertise in policy formulation on various pillars which are crucial for economic growth, competitiveness, attractiveness, well-being, environment, social justice and sustainability.  Throughout her 7 year tenure she occupied the following roles:

  1. Shadow Minister for Planning, Capital Projects, Property Market and Lands
  2. Shadow Minister for Transport, Infrastructure and Capital Projects
  3. Shadow Minister for Energy, Environment and Transport
  4. Spokesperson for EU Affairs
  5. Opposition Representative on 5 parliamentary committees
    1. Environment & Development Planning
    1. Foreign & EU Affairs Committee
    1. Social Affairs Committee
    1. Privileges Committee
    1. Diabetes Working Group
    1. Party representative on MEUSAC
    1. Planning Board Member.

Since 2020, she focused primarily on a growth strategy for Alta Consulta and in the second quarter she also took on a part-time DG role with MDA to work on a sustainable vision for the industry.  In addition, in September 2020 she accepted the Government’s invitation to sit on the Board of Directors of the Public Broadcasting Services to help in the restructuring exercise that had been entrusted to the Board and to also Co-Chair the Intelligent Planning Committee Forum together with Profs Alex Torpiano.  She is also a visiting lecturer at the University of Malta.

Since 1st May 2021, she took on the role as CEO of The Malta Chamber of Commerce, Enterprise and Industry and directorship within the Malta Business Bureau and Education Malta.
